On the 28th of September 2017 the sale of the Australian Road Research Board’s (ARRB) equipment assembly and software development business officially took place. After a public expression of interest and a detailed negotiation phase, the purchase was made by one of South Africa’s leading built environment solutions companies, VNA Group.

The sale led to the establishment of the company named Automated Road Rehabilitation Business Systems South Africa (ASSA). VNA Group has been a notable client of ARRB having extensively used ARRB equipment in their business operations. This close relationship will provide ASSA with an optimal start to become a leading Road Asset Management Service Provider in South Africa, across the broader SADC region and the World.

ASSA will make a considerable investment into sophisticated, state of the art pavement strength-testing and road surveying equipment, which will provide clients with the necessary data to prepare improved road maintenance solutions. ASSA will aim to accelerate its footprint in Africa and the rest of the developing world with a “feet on the ground” approach in each major market.

Vikash Narsai
Position: Chairman
As Founder, Chairman and CEO of VNA Consulting, a leading multi-disciplinary South African professional services company, Vikash wears many hats. He is the new Chairman of ARRB Systems Pty Ltd where his vast experience and infinite vision is sure to take this new venture to dizzying heights. Vikash has 25 years’ experience in the Built Environment industry, with the last 10 years firmly focused on road asset management and associated technologies. He is an avid sports fan who enjoys a good game of cricket and tennis whenever he can.

Satish Raghubir
Position: Director
Apart from having qualifications in Quantity Surveying and Project Management, he is also a registered professional Construction Project Manager with 16 years of experience in the built environment. Satish brings forth a unique understanding having worked in both spheres namely from a contractor perspective and the professional consultancy. He has been involved in a number of projects ranging from high rise residential developments to fast-tracking infrastructure delivery in especially roads and auxiliary services.


Simon Tetley
Position: Director
A transportation engineer with 32 years of experience in the Consulting Engineering environment, the last 10 of which having been at executive level, Simon specialises in the fields of pavement / materials engineering, asset management, economic analysis and forensic investigation. Simon’s career has encompassed the design and construction of a wide spectrum of transportation projects including urban roads, provincial roads, major freeways, airport runways / airside infrastructure, and heavy duty haul roads. He has a long history (since 1986) in the development, implementation and management of road asset management systems and has authored or co-authored numerous conference papers both national and international.



Yeshveer Balaram
Position: General Manager
Yeshveer has more than a decade of experience in civil engineering, primarily pertaining to road construction and network preservation. As the General Manager of ARRB Systems South Africa, Yesh manages a dynamic team of individuals geared at providing cutting-edge solutions to Clients. Yeshveer’s extensive knowledge in road asset management has positioned him perfectly to assist various road authorities within South Africa develop multi-year business plans.

Kiran Harie  
Position: Operations Manager
Kiran is a specialist in ARRB Systems South Africa’s vast array of highly sophisticated data collection survey vehicles and equipment. He is responsible for the overall execution of all technical activities and work to ensure operational efficiency and provides guidance and leadership to company managers on all technical issues. He also plays a key role in meeting the client’s deliverables on network and project level road and asset collection surveys. 


Siphesihle Mkhabela   
Position: Civil Technologist
Siphesihle holds a BTECH Degree in Civil Engineering, Urban Planning and Design and has over 8 years’ experience in pavement design and Road Asset Management. She has extensive knowledge in Data management, processing and analysis of road assets. Siphesihle is primarily involved in client support to ensure development and implementation of Road Asset Management Systems, she manages the operational project planning and coordination processes within the ARRB Systems South Africa Office.
